I pushed the Reset button and the display when back to 0 and the lights went out.The other piece, motor, pump, whatever it is, ran when I turned it on. It runs slow, which, maybe it is supposed to. So, it seems like these things work to at least some degree, I don't know how and don't have what is needed to test fully, so you're buying for parts or not working.If you're local to west Cincinnati, you can pick this up to save the shipping time and cost.
